Newbury Local School District Strategic Plan
VISION STATEMENT
Within five years, the Newbury Local Schools will be recognized as schools of excellence.
BOARD DIRECTION: Between the adoption of this Strategic Plan and June, 2011, the Board of Education should annually use a combination of relevant external and internal criteria in a timely, reasonable, and affordable manner to elevate the educational experience of students and promote a sustained level of high performance by its schools. The Board should open new, and continue all current, effective channels of communication with students, teachers, staff, parents, and community to assess needs, solve problems, and create appropriate experiences. The Board must also use its resources, where feasible, to market the successes of the district, its staff, and students to help foster an accurate perception of the Newbury Local Schools among the public.
MISSION STATEMENT
Within a stimulating, safe, and compassionate environment, it is the mission of the Newbury Local Schools to challenge our students to graduate as lifelong learners, critical thinkers, and responsible community members.

GOAL A: TEACHING, LEARNING, ASSESSMENT, and PROFESSIONAL DEVELOPMENT
A.1. All instruction will be grounded in the Ohio Content Standards. Teachers will be required to account for student mastery of indicators, and students will be required to demonstrate mastery of benchmarks and indicators.
Measurement:
a. Frequent short cycle assessments to measure student mastery.
b. Common assessments at all elementary grade levels and secondary subject areas.
c. Having each student meet a mastery standard equivalent to the higher of 76% or a passing score on the appropriate grade level Achievement or Graduation Test.
Timeline:
A.1. 2006-2007 school year.

A.2. Up to three days for staff professional development will be included in the district calendar.
Timeline: 2006 -2007 school year and continuing (pending evaluation).

GOAL B: ORGANIZATION, GOVERNANCE, and RESOURCE LEVERAGING
B.1. The district will adopt a taxation strategy to insure long term financial stability through income growth and will work with the electorate to accept that strategy.
Timeline: Completion prior to 2007.
Responsibility: Finance Committee, Superintendent.
GOAL C: FACILITIES
C.1. The district will develop a comprehensive facility master plan that will assess facility requirements on a short-term and long-term basis.
Measurement:
a. Must have community input.
b. Will be performed by a professional architectural firm.
c. Paid for by P.I. funds.
Timeline:
a. Write a Request for Proposal (RFP) - March, 2006.
b. Advertise/Interview - April, 2006.
c. Select firm - June, 2006.
d. Solicit community involvement; assess priorities and involvement - March, 2007.
e. Newbury Board of Education adopts plan - June, 2007.
Responsibility: Facilities Committee, Superintendent, Board.
GOAL D: COMMUNICATION
D.1. The Newbury Local School District website will contain current information.
Timeline: April, 2006.
Responsibility: Superintendent, Principals, Website Coordinator.
D.2. District staff will be trained to input current and necessary information.
Timeline: September, 2006.
Responsibility: Principals, Website Coordinator

D.3. The district will designate a staff member to collect information from school and community groups and provide that information to the local media.
Timeline: April, 2006.

D.4. Investigate the costs involved in creating a community cable channel to broadcast school events.
Timeline: 2006-2007 school year.
Responsibility: Principals.
GOAL E: SCHOOL CLIMATE
E.1. Elementary and secondary discipline codes will be reviewed to become more consistent with each other.
Timeline: 2006-2007 school year.
Responsibility: Principals, Superintendent, Board.
E.2. The elementary and secondary handbooks will define bullying and develop separate and specific discipline conduct code prohibitions and responses to emotional and physical bullying.
Timeline: 2006-2007 school year.

Statement of Intent: Although the Newbury Local Schools will be committed to bringing all parts of this Strategic Plan to completion, the financial stability of the district as described in Goal B may determine whether all parts of all Strategic Plan goals will be fully realized. Some obvious and many unidentified costs will be connected to the implementation of the five main goals. We will, nonetheless, try to realize everything possible within our means.
