This is a meeting of the Board of Education in public for the purpose of conducting the school district’s business and is not to be considered a public community meeting.  There is a time for public participation during the meeting as indicated in the agenda.

 

The President called the Newbury Board of Education meeting to order with the following members present:  Mr. Ayer, Mr. Blair, Mr. Gingerich, Mr. Munn.   Mr. Douglas arrived late.

PUBLIC PARTICIPATION – This portion of the Board Meeting is open to those who have requested in writing a place on the agenda at least seven days in advance of this meeting.  Presentations shall be limited to five minutes.  A group appearing before the Board should select a person to speak for the group.

PUBLIC PARTICIPATION - Persons who wish to appear before the Board and have not requested placement on the agenda seven (7) days in advance may speak to the Board concerning items for action prior to the New Business portion of the meeting.  This public participation segment of the Board meeting shall be controlled by the presiding officer.  Any discussion at this portion of the Board meeting cannot and shall not receive any Board action.  However, before the Board will hear a complaint or criticism about school personnel, the complaint must be submitted to the Treasurer, in writing, at least seven (7) days in advance of the meeting.  The employee will receive a copy of the complaint, and the process prescribed in Board Policy #9130, Public Complaints and Grievances, will be followed.

Approve the minutes of the Regular Meeting of March 8 and Work Session of March 22, 2010.   (Enclosures)

10-68        CHILD-REARING LEAVE/LEAVE OF ABSENCE

Moved by Mr. Douglas, second by Mr. Munn, to approve the following:

 

Approve an unpaid Child-Rearing Leave (Negotiated Agreement, Article III.D.) from April 22, 2010, through June 3, 2010, for Mrs. Ann Manzi.  (Enclosure)

 

Deny a request for an additional year’s leave of absence to Mrs. Kelly Yates for the 2010-2011 school year as being outside the provisions of the Negotiated Agreement.  (Enclosure)

Moved by Mr. Munn, second by Mr. Ayer, to approve the following:

 

Approve payment to the Geauga County Educational Service Center for Preschool IEP Facilitation services through February 5, 2010, in the amount of $219.97.  (Enclosures)

 

Approve payment to the Geauga County Educational Service Center for four (4) Newbury students receiving services in Preschool units for January and February, 2010, in the amount of $4,995.68.  (Enclosures)

 

Approve payment to the Geauga County Educational Service Center for Parent Mentor Services from December 29 through March 5, 2010, in the amount of $916.65.  (Enclosures)

10-70        ALL-DAY KINDERGARTEN WAIVER/HB 530

Moved by Mr. Gingerich, second by Mr. Douglas, to approve the following:

 

Accept notice from the Ohio Department of Education that the all-day kindergarten waiver has been approved for the 2010-2011 school year.  (Enclosure)

 

Approve a decision to opt out of the House Bill 530 (March, 2006) requirement to offer a breakfast program to Newbury High School students for financial reasons.

10-71        EXECUTIVE SESSION

Moved by Mr. Munn, second by Mr. Ayer, to enter into Executive Session for matters required to be kept confidential by Federal Law or State Statute, and to discuss the discipline or compensation of an employee and to review negotiations with employees.
